It’s theoretically possible to design around, but it would be EXTREMELY tricky to find the balance where players aren’t getting bored by stomping the excess areas, or clearing the full dungeon, but nor are they so surprised by randomly determined area difficulty that the game becomes an opaque crapshoot. If you reduced the amount of ”sub-levels” so that each direction only has 1 of each difficulty level, it would begin to resemble just 4 linear dungeons goin radially outwards with the occasional link between them. The problem would exponentially grow as player power increases, and as you go further out, because if the inner layer of the onion has 4 difficulty level 1 areas, then the next has 12 level 2 areas, then 16, and so on.
